– Indian Oil Corporation has become the first refinery company in India to make payments in Chinese currency yuan for Russian oil.
– In fact, due to the attack on Ukraine, the United States has imposed a ban on doing business with Russia in dollars.
– After that, in 2022, Russia offered to provide oil to India at a discount.
– Subsequently, India and Russia reached an agreement for rupee-ruble trade.
– Crude oil was imported from Russia at a record level.
– Actually, in May 2023, Russia refused to accept payment in rupees for crude oil.
– Russia claimed that billions of rupees were stuck in Indian banks’ Vostro accounts and it couldn’t utilize them. Russia also stated that the rupee is an ‘unstable’ currency.
– In May 2023, Russia exerted pressure on India to make payments in Chinese currency yuan, but India declined.
After that, payment was decided in UAE’s currency, the dirham, but it didn’t last long.
In July 2023, Russia clearly stated to India that it wants payment in Chinese currency yuan only.
– After that, Indian oil companies started making payments in yuan for crude oil.
– It is believed that under China’s pressure, Russia has started accepting payment for oil in yuan instead of dirham.
Reduction in Oil Imports from Russia
– The import of crude oil from Russia has decreased in June 2023.
– In June, 17.9 million barrels were imported, whereas in May, it was 19.6 million barrels.
Why is there a decrease in oil imports from Russia?
– There are two reasons for this.
– Firstly, Russia is reducing its oil production, and secondly, payment challenges are increasing.
– The arrival of crude oil in India is decreasing because the payment system has changed.
– Under pressure from China, Russia has stated that oil payment will not be accepted in rupees. Russia’s Foreign Minister came to India and made this statement.
– Attempts were made to purchase some Russian crude oil in dirham, but now the focus has shifted to payment in yuan.
– Due to diplomatic challenges in India-China relations, India might not be able to make payments in yuan.
– When Russia is not paid in the currency it desires, the oil imports to India will continue to decrease. So, these are the two reasons.

– The Central Cabinet approved the draft of the Personal Data Protection Bill 2023 on July 5, 2023.
– This bill will be presented in the monsoon session of Parliament.
– The monsoon session of Parliament is commencing from July 20.
– Once the law is enacted, this new bill will grant the right to protect people’s personal data.
– It will also provide authorization for the processing of personal data.
Penalty of up to 250 crore rupees
– The bill includes provisions for imposing penalties of up to 250 crore rupees on companies that violate the regulations.
– After this law comes into effect, people will have the right to demand details about their data collection, storage, and processing, and they can also request its deletion.
– The draft of this bill, which is associated with it, was released in November 2022 for public suggestions, at that time it included provisions for penalties up to 500 crore rupees, but in the new bill, it has been reduced by half.
Currently, there is no such law in the country.
– The need for privacy and data protection has arisen with the rise of mobile and internet usage. Several countries have already established strict laws regarding the protection of people’s data.
– Due to the lack of strict laws at present, companies that collect data often take advantage of it. There are frequent reports of leaks related to banking, credit card, and insurance information.
– As a result, people are hesitant about their data privacy.
Consent required for biometric data by companies.
– According to the draft, users’ data will have to be removed from companies’ possession if it is not necessary for business purposes.
– The new Personal Data Protection Bill grants complete rights to the owner of biometric data.
– Companies will only have the right to collect biometric data with the consent of the individual.
– Companies seeking personal data of children will require the consent of parents or guardians to access the data.
– Companies will not be able to track children’s data for targeted advertising purposes.
Data Protection Board to make decisions in disputed situations.
– In disputed situations, the Data Protection Board will make decisions. Citizens will have the right to claim compensation in civil court.
– There are many aspects that will gradually develop.
Rights granted to individuals in the draft.
– Right to information about personal data.
– Right to rectify and erase personal data.
– Right to resolve complaints.
Duties of individuals according to the draft.
– Individuals cannot file false complaints with the Data Protection Board.
– To exercise the right to rectify data, the information provided must be verifiable and authentic.
The law will also be applicable abroad.
– Services are sold based on the data of Indian individuals, so this law will also be applicable abroad.
– According to the legislation, individuals should have access to information related to their private data in all languages listed in the Eighth Schedule of the Constitution.
– This will enable individuals to accurately assess the purposes for which their personal data will be used.
– Based on this, they can determine whether to share their data or not.
