In Jammu and Kashmir, 8,617 women and 1,148 girls went missing during this period.
What initiatives did the government take for safety and security?
– With the help of technology, Smart Policing and Safety Management projects have been approved for eight cities: Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kolkata, Lucknow, and Mumbai.
– On September 20, 2018, the Ministry of Home Affairs launched a cybercrime reporting portal for citizens to report explicit content.
– To facilitate investigation and tracking of sexual offenders across the country, a National Database of Sexual Offenders was launched on September 20, 2018.

Legal initiatives to prevent crimes against women:
– The Criminal Law (Amendment) Act, 2013, is included for effective prevention of sexual offenses.
– Additionally, the Criminal Law (Amendment) Act, 2018, introduced even more stringent provisions, including the death penalty for rape of girls under 12 years of age.
– The government has initiated an Emergency Response Support System, a unified emergency number (112) for all emergency situations.

– The visa applications for all players were submitted on July 16.
– China issued visas on time for other players, but the Chinese embassy in Delhi did not accept the papers of the three players from Arunachal Pradesh.
– They were asked to resubmit their documents.
After the matter reached the Central government, the entire team of 12 Wushu players was prevented from going and was sent back from Delhi airport at 2:30 AM.
– Other Indian athletes left for China.
What is a stapled visa issued by China?
– When people from one country wish to travel to another country, they need to obtain permission from that country. This permission is known as a visa.
– Different types of visas are issued for people from other countries coming to India, such as transit visas, tourist visas, business visas, journalist visas, entry visas, partner visas, and on-arrival visas.
China also issues various types of visas, including stapled visas.
– In a stapled visa, the immigration officer does not stamp the passport.
– Instead, a separate paper or parchment is stapled to the passport.
– This paper mentions the purpose of the person’s travel to that country.
– The immigration officer puts a stamp on this paper, and it is called a stapled visa.
What is the reason for the controversy?
– China issues stapled visas to the people of two Indian states, Arunachal Pradesh and Jammu and Kashmir.
– This policy is not applied to people from other Indian states.
– China considers Arunachal Pradesh to be part of Southern Tibet, and it claims sovereignty over Tibet.
– China does not recognize those regions as part of India for which it is issuing stapled visas.
– Besides Arunachal Pradesh, the list also includes Jammu and Kashmir.
– China claims that Arunachal Pradesh is its territory and that the people there do not need a visa for travel within their own country.
– Arunachal Pradesh claims to be a part of India and hence considers stapled visas as a challenge to its sovereignty.
– China has not changed its policy despite India’s objections and wants to maintain its dispute with India over this matter.
What is China’s motive behind this?
– In fact, if a person with a stapled visa wants to return to his/her own country after completing the task, the visa is torn off.
– The reason for travel and the stamp are on this paper.
– Along with it, the entry and exit passes of that country are also torn.
– This way, the traveler’s passport has no record of the travel.
– It poses a significant challenge to Indian government and administration in terms of security.
– It is not just about the country whose residents are issued stapled visas; it becomes a question of dignity for that country. It is a challenge for the Indian government that a hostile country considers a part of a “Sovereign Country” as its own territory.
